For example Nova works around issues with some buggy ROMs or unofficial DPIs, but the upstream launcher is only designed for use with the stock ROM with the stock DPI. Nova contains lots of features or fixes that wouldn't be appropriate. It would not be practical to develop Nova Launcher as patches upstream rather than a fork, and I doubt upstream would have much interest in that anyway.

Android is more designed around forking (every manufacture skin is a fork and new android versions are basically private forks at Google until they're ready and pushed in full to AOSP). Android open source culture is different than Linux open source culture.
